This visualization map of the President's proposed 2012 budget shows how small the transportation spending is compared to the rest of government spending. (It's in the lower right quadrant.) Then remember what a small slice of the transportation spending goes to earmarks, and you realized that banning earmarks will have essentially no impact on the budget or reducing the debt. Finally, the map shows where the heavy lifting has to occur in order to reduce federal spending.
