The Reason Foundation's Sam Staley reviewed the Obama proposed transportation budget and notes the share of federal surface transportation budget going to federal highway initiatives, excluding Livable Communities initiatives would be 58.9% in 2012 and gradually decline to 53.6% in 2017.
The share of the surface transportation budget going to to transit, passenger rail, and livability communities initiatives would be 35.6% in 2012 and increase to 38.9% in 2017.
However I'm not sure how "clean" the comparison is. Some livable communities projects benefit highways.
